The opportunity
The Digital Office (DO) drives CSIRO’s digital and data capabilities to maximise our impact and value. Within the DO, the Digital Portfolio Office (DPO) is dedicated to supporting the effective governance of CSIRO’s strategic digital programs (the digital portfolio). The Executive Manager will lead the DPO team, developing and implementing governance frameworks and working with a variety of stakeholders to uplift portfolio governance practices. This role requires strong stakeholder management and negotiation skills, the ability to educate and generate buy-in for change, and comfort navigating ambiguous or complex scenarios.
Your duties will include:
- Develop, implement, and manage portfolio frameworks, processes, and practices for investment, prioritization, risk management, organizational change, and benefit realization across the digital portfolio.
- Oversee the DPO's delivery of Secretariat services to the Digital Steering Committee and program boards, contributing to high-quality meeting materials and reporting. Provide leadership and expert guidance on best-practice portfolio governance to sponsors, directors, and program leaders.
- Be a visible leader of change, advocating and educating for improved portfolio governance practices.
- Be the product owner for piloting a new Project Portfolio Management tool, working closely with the project team and stakeholders to ensure the success of the pilot.
Location: Any Australian capital city with a major CSIRO presence
Salary: $146,207 - $161,767 per annum (pro-rata for part-time) plus up to 15.4% superannuation

Essential:

- Significant experience managing a high-value digital portfolio and governance frameworks within a PMO in a large, complex organization.
- Proven track record in developing and implementing digital portfolio governance processes and procedures.
- Strong analytical, problem-solving, and decision-making abilities.
- Exceptional communication and collaboration skills for effective cross-functional teamwork and engagement with senior stakeholders.
- Skilled in negotiation, influence, and securing buy-in for change, with demonstrated leadership in establishing or enhancing practices and processes.
- Capable of advocating for good governance benefits and educating senior stakeholders to advance governance maturity.
- Tertiary qualification in information technology, program management, or a related field (or equivalent professional experience).
- Demonstrated ability to thrive in ambiguous environments, making informed decisions and driving progress with limited information.
